Do u know how to treat a dog ?

Oscar now is so naughty. He could jump over the wall n visit my neighbour's dog. Though my neighbour's dog is also a male n cruel to him... But he likes visiting Kiko, the name of the dog. Nah, u must be asking me how big Oscar is, so that he could jump the border wall? Oscar is Golden Retweiller (?). He is big enough. When he is jumping, his tall is almost as high as an adult man, 168Cm. And abt my border wall, its only 0.80M. Actually he couldnt jump easily but now he is a little bit thin than other days, thats why he is more capable to move than usual. About the food... I hv dog food 4 him, but nowadays he seems boring to the dog food as usual I feed him. The other things that make e confused dunno how to treat him is toward new people... He will follow n run those guys. Nah, u know that my country is mostly Moslem, n couldnt touch a dog, so they will be angry when know that my dog is pursuing other people walking in front of my home. The last is about his behaviour to play with small children. When he meet a child he always wants to play with him or her. Though sometimes the children dont want to play with him. Ever, he bited a little girl, til I jump from my sit inside my home and run to outside to hit Oscar. After that, I really lost my energy... So? How to treat him?
